It's not ranked at all on acclaimedmusic.net. I find it difficult to believe that a 2007 live album can be considered "legendary" among Neil Young fans, or any kind of fans. Is it an archival release?

Yes, it is an archival release, the concert is from 1971 and is was a widely distributed bootleg before its release. A 2007 live album not being on acclaimedmusic yet isn't saying much given that all new albums lists will be dominated by new albums as opposed to archive releases.

It seems to have some acclaim amongst critics and it sold respectably. It, at least, has more acclaim than any of the unbolded albums, I think.

Not sure it has that much acclaim, it's not in the top 3000 albums on acclaimedmusic.net

Rust Never Sleeps should be orange instead of On the Beach. Very little doubt in my mind about that.
