Hits and how big they were, total sales, and to some extent live success as well. Dylan never had all that many hit singles as an artist (remember, he doesn't get credit here for other artists' versions of his songs) so the Stones clearly win here.

The Stones in many ways hit their peak in the 70s, so overall, it's an interesting debate. But for the 60s only, Dylan is a very clear winner.

Dylan had twelve Top Forty singles in the USA. Not too shabby. But the Rolling Stones have more Top Forty singles in the USA than there are places on the Top Forty chart.
