What do you mean by decent? You could get a good midrange bass for between like $500 and $800 probably

Erm...those are retail prices. Used, cheaper perhaps, or on the lower end of the range I mentioned.

You could probably get a decent Squier for less than that, esp. used. Or a MIM (Made in Mexico) Precision or something. Look on eBay?

Squier, MIM Fenders, Epiphone I'd reckon. Schecter.

The entry level (really cheap) basses are like Yamaha, Samick, Rogue...(though Yamaha also makes some really high end stuff)

Chemical Ali, get an SX. They're ridiculously good quality for the price, and the guys on TalkBass seem to love them more than cheap Fenders or Squiers.

Does anyone like Steve Winwood as a bassist? I'm currently listening to Arc of a Diver and loving the basswork on the album.
