It's purely based on s1-8, although according to a couple critics I trust the most recent season has been fairly good with a couple standout episodes. The show's real arc has not been one of steady decline but rather a severe drop in quality when Mike Scully (who has actually written a couple great Parks & Rec episodes including the first "Ron and Tammy") took over the show from s9-12, followed by a modest recovery (i.e. still mostly retreads, but better ones.)

That also coincided with the leave of Brad Bird, who I think was one of the main reasons The Simpsons had so much heart in during its prime years.

Maybe, although he wasn't strictly a writer. There's also Greg Daniels (Office US showrunner, P&R co-creator) who left after S7 to go make King of the Hill.
