I think its late enough in the year to start this.

I know that there's new albums from And You Will Know Us by the Trail of Dead, The Decemberists and Iron & Wine coming out in January and February.

Rush and The White Stripes will also have albums coming out some time next year, too.

Well it's November and there's still no release date for 2010, so it's pretty unlikely that it'll see release this year. That's more of a projection than anything else, though.

Yes. They're a British band formed in 1991, taking their name from a region on the outskirts of Bristol. Along with Massive Attack, they're considered the greatest pioneers of trip-hop, a genre which fuses downtempo and hip-hop. I hope this helps.
