2011: "Countdown" by Beyonce was both popular and acclaimed. I'd think it's a top 10.

"Somebody That I Used to Know" needs to fit in here somewhere, but it has a weird release date: The single came out in Australia in mid-2011 and the album shortly thereafter. In the US (and IIRC the UK too), the album and single weren't released until early 2012. If it counts as apart of the 2011 list, it would be unreasonably low considering how huge it was.

2012:
"Die Young" kind of failed at radio, so it's the odd one out here. I'd suggest plugging "We Are Young" by Fun there instead. I'm also iffy on "Skyfall", which could be replaced by "Ho Hey" by The Lumineers at #10.

The only one of the songs Strider brought up that has any business being discussed for even a Top 100 is "I Will Wait". That's probably a Top 50 song. "Doom and Gloom" did nothing popularity-wise (#61 UK, #30 US Rock. It's highest national chart peak was #17 in the Netherlands), and got mixed reviews. "Babel" wasn't particularly important in the grand scale of things.

Lew, some suggestions for 2011:

M83 - Midnight City
Maroon 5 feat. Christina Aguilera - Moves Like Jagger
Nicki Minaj - Super Bass
Florence + The Machine - Shake It Out

About 2012:

I think "Scream" could be replace by "Climax" (Usher).
Some Frank Ocean's songs could be add: "Pyramids" or "Thinkin Bout You".
Add "Call Me Maybe".

Is "Call Me Maybe" 2011 or 2012? Since "All of the Lights" is 2011, I'm assuming we're going by single release dates?

I'd say 2012.

"Tonight Tonight" by Hot Chelle Rae shouldn't be included at all on any 2011 list. While semi-popular, critics widely despised it and the band ultimately had little staying power in terms of public consciousness.

Personally, I don't understand how a band containing the son of Phil Keaggy could have such a distinct lack in talent.

Year is determined by the year of initial release, whether that release was on a single or album, and regardless of the country in which the release occurred.

It was first commercially released on her Curiosity EP in 2012, so it counts as 2012.

"I Will Wait", yes. But "Doom & Gloom" isn't remotely close to qualifying.
