Pete Townshend's Empty Glass ought to be on this list.

I'd agree with that. Scanning through the list I'd be inclined to put it around the 140s or so.

1. Thriller (1982) - Michael Jackson
4. The Joshua Tree (1987) - U2

Influence - The Joshua Tree
Musical Impact - The Joshua Tree

Popularity doesn't matter in my opinion because nowadays Slash is more popular than Jimmy Page but this doesn't definitely mean anything

who, me?
I dunno, I think that neither have all that much musical influence, as the style of pop/R&B that was on Thriller had already been done by Michael and others before him, but U2 hadn't really made a significant departure from the sound of their previous albums. I'd say it's close but I would probably lean slightly towards Thriller.

Influence is also pretty close. U2 may have influenced a lot of alternative bands with Tree, but MJ had a definite influence on pop/R&B acts after him. I'd lean slightly towards Thriller here as well, too.

Popularity is pretty much a given.

I'm probably wrong on all accounts, that's just my take on it tho.

I think being the most popular album of all time is enough to ensure top spot on this list.

You're mixing up musical impact and influence as well as influence and inspiration. Musical impact are the accolades the album receives from other musicians (inspiration would be part of that imo). Influence means the invention of new musical aspects in rock, their popularization or their introduction to rock music audiences.
