Is anybody interested in creating a greatest Rock/POP musicians list based on Chops, Writing, longevity and influence with popularity only a minor concern. People like Paul McCartney, Elton John and Neil Young come immediately to mind along with many others.

Neil Young? He's written... one pop song that I can think of.

Notice I said Rock /POP. I said Rock/Pop to emphasize that versatility should be important. Whether you know it or not Young's career started with the very popular group Buffalo Springfield and has continued unabated since then. His countless songs have been covered by others. He has been a big influence on all that have followed. His music has spanned everything from Country to Folk to Hard Rock. There are only a hand full of musicians who's career can come close to his. Remember I said popularity should be a minor factor in this.

Is Neil Young a great guitar player? NO. Is he a great singer? No. These things preclude a high ranking in the DDD lists yet he is a much greater musician with more pure musical talent and a greater career than 90% of the people that are on these lists. It's great all around musicians that this list would recognize.

If someone did make a list for this, they'd need to define how to determine chops and writing so that it would be somewhat objective. I think that would be something similar to musical impact.

There's a thread in this forum for Gratest Individuals of Rock, which would be somewhat like this, but with different criteria.

Yes that's completely different (actually called Greatest Rock Individuals) and includes non musicians. That doesn't interest me.

The non musicians aren't ranked together with the musicians. They're ranked separately. Feel free to lay some ideas if you want.
